There is a difference between power and leadership.  In simplest terms, power is the ability to impact the actions of another without their consent.  Leadership is getting others to act for a common goal based on their consent.

Leaders cannot solve every problem. There are times when no solution seems appropriate. Nevertheless, leaders are expected to act even in the most confounding situations.
